Article15 of the Indian constitution lays down that there shall be no discrimination on the basis of sex, race, caste, religion, place of birth or any of them, the before said quote is given under article 15(1) and the term prohibition is against the state and not against private persons.
Article 15(2) prohibits both the state and private persons from making discrimination on the basis participation in public place like access to shop or hotels and also
in the places of public entertainment or to the use of tanks, wells, and other places of public resort.
Article 15 (3) is an enabling clause which lay down that the state must make some special laws for the protection of women and children. Article 15(4)
says that the state must make some special provisions for the better development of educationally and economically weaker and backward section of the society and also for the SCs and STs.
It provides the reservation of the seats of these backward classes in public educational Institution.
Article 15 (5) was added by constitution 93rd amendment act, 2005.
It lay down that the state must make special provisions for the better living of backward classes or for the SCs or STs for the purpose of admissions to educational institutions.
